20th Anniversary: Pan-African Parliament Reflects on the Journey and Charts the Path Forward

The Gallagher Convention Centre in Midrand, South Africa, was the scene of vibrant celebrations on Monday 1 July 2024, marking the 20th anniversary of the Pan-African Parliament (PAP). Inaugurated on 18 March 2004, in Addis Ababa, Ethiopia, the Pan-African Parliament has been central to amplifying African citizens’ voices and fostering development and cooperation among member states.

The event, themed “Two Decades of the Pan-African Parliament: Reflecting on the Future and Charting a Path Forward,” brought together parliamentarians, AU representatives, the African Diplomatic Corps, and civil society organizations. The celebrations highlighted the PAP’s role in the African Union’s Agenda 2063 and other regional initiatives.

Over two decades, the PAP has advanced women’s rights, endorsed democratic norms, and promoted peace and security. Inaugural President H.E. Gertrude Mongella urged continued dedication to the Parliament’s mission, emphasizing autonomy and unity. She posed a critical question: “From where we started, where are we? Are we still singing the same song of one Africa, one voice?”

Professor Patrick Loch Otieno Lumumba, in a virtual presentation, stressed the importance of understanding Pan-Africanism within a historical context. He urged reflection on the PAP’s establishment and its intended achievements.

Support for the PAP came from key partners and institutions. H.E. Wamkele Mene, Secretary-General of AfCFTA, praised the PAP’s dedication to serving the African people. Mr. William Carew of ECOSOCC expressed optimism for strengthened collaboration, while H.E. Amb. Andre Nzapayeke highlighted the PAP’s role in fostering unity and integration among African nations.

The anniversary also underscored the significance of 18 March, officially launched as Pan-African Parliament Day in 2021. This occasion serves as a reminder for decision-makers to honor their commitment to the PAP by ratifying the Malabo Protocol, coinciding with the 20th anniversary of the institution.
